You know who is this guy then? he becomes invisible when you stay still aside from the gun itself. I encountered him in "actualLevel2" and he isn't unlockable as well, unlike Chompy.

I can confirm that he is in the game, he is Chompy, you will need to use BepinEx in order to unlock him, he is a shark hybrid and uses the machine pistol.

You're right, I was confused why there was a AlbinoEnemy was being shown in Unity Explorer.

Why can you play as a white cannon fodder at the last level, but you can't unlock them? and when you equip them it says "Cannon Fodder...?"
