Apologies for the late reply! Cheats are access via Patreon. So you'll need to have a Patreon sub, then login via the game to access cheats. However, the entire game is playable without Patreon, cheats just give you a boost.
I imagine this is because a locally security cert is being used rather than a premium one. We'll change this in the future. I assure you the file is safe.
