Because they are wrong. A trumpet isn't always an instrument, it's sometimes a  piece of decor and sometimes a tool of warfare.

Simple. Take your local catalytic converter. If you don't try hard enough, it's just a catalytic converter. But if you do make it make music, then it becomes an instrument.
