The asset is called "Fully Animated Cats" for Unity, it is also available for Unreal but it's called "AnimX: Advanced Cats" there. The cat's eyes are concave which makes it seem like they always look at you, and Unity version doesn't have an animation graph, but otherwise it is indeed a good asset.
