i know the next page just loads the game there is no page after this. there is no page to create more characters it just loads the game

picture of the throne room where according to the wiki Gwen and Ellaryel are supposed to talk to me about restoring Skystone 

I cant start this quest its stuck. I've defeated Aldwynns guards and taken her deal but the next stage wont start, it says to see Gwen in Ardass, but I've gone to the Inn and every building I can access in Ardass and I still cant trigger the Restoring Skystone quest. also the guards that were guarding Skystone for Aldwynn arent leaving after I've selected "Charm Violith"
