I am late for the R18 being shut down, I am wondering if jav-it tool can still fix the R18 videos as of today?

I just downloaded the jav-it windows version, and when I extract it, it only has jav-it.exe and a readme.txt file, nothing else, is this normal?
The version number is 1.7.4
