Actually Navy Federal credit union, while a banking institution, does not actually transact payments, that would be Visa

I've actually found Navy Federal to be less restrictive on a lot of things despite their alleged policies, I've found using them over most of my cards usually ends in a successful transaction, unless i have no funds ofcourse
