Kind of the second one you said, it's basically like there can't be any interactive conversations between you (the character) and other NPC's. Narration, signs, and NPC conversations are allowed just the character can't get involved with the conversation. I don't really mind though and you can take it whichever way you want.

Yes, you can make assets but beforehand but don't do too much. So you could make some textures, a few models but don't build the entire map for example and then import it in as it ruins the competition. But yes you can as long as you don't do too much.
