I figured it out. There's another file in the resources folder that needs to be made executable too.
chmod +x BadManners.app/Contents/Resources/autorun/lib/darwin-x86_64/BadManners
I might have typed something wrong but if you go into the package contents and follow that path you can drag the file into terminal
