Depends on what kind of assets you need to make , Blender will let you do basic sculpting , but to go on advance scale you might need softwares like zbrush

as long as the images were posted in a public domain  , and the game its used in does not use it commercially,  it should be fine to use it , as specified in instagram EULA. 

Still ill look into the matter and see if i can fetch permissions , otherwise ill replace the art
