I only have the PNG files. I do all my texture work in blender itself. If you are trying to use substance painter it shouldn't be too hard to import to it.
Yes you may make public avatars as long as you aren't handing out the files themselves lol. Unless the person you are giving it too has purchased the model.
But yeah, you are free to just make a public avatar to post on vrchat no problem there
