Jiggle potion option 4b in sandbox mode best feature, I definitely recommend seeing about implementing what it does as possibly a side option, maybe even removing the cap that it seems to have :)
if confused, have the console open and find the name and apply jiggle potion option 4b, then just wait and let the magic happen
Looks like old saves that had already removed Bibi as an option in the lounge are unable to remove Jessica's vice, unless there is another way to still somehow make the prompt appear for Jessica during the festivel then this is one way to have progression on that story soft-locked right now. I'm unsure if anything else is effected in the same way.
