Ellen Joe will only release her victim when both her bodyguards are knocked out, do recommend hogtieing them.
will hogtie them or kidnap them. Locking them in the nearby structure didn't seem to work. (edit) I hogtied them and ellen becomes interactable.
The one lv25 Ellen can't be interacted with and I haven't seen any other ellens unless im missing something
