I'm not a stranger (馃槈) to buying games I like for different systems/providers, and most of those cost a good bit more than both releases of "That's Not My Neighbor" combined! 

I never expected a refund for the itch.io game, or a steam key for the Steam version, even though that's a sweet thing to have tried to make happen for the players on itch.io, it's totally reasonable and understandable why you couldn't make that happen. I remember reading about how stressed you were when the Steam version release came out because Steam only allowed a very limited number of keys to be given out, if at all. 

I'm glad the game has blown up in popularity, and your success is exciting especially for those of us that want to see you create more things that you want, but even still you won't be able to please everyone, there would always be people that are mad about your decisions, so just try to make decisions that you feel good about and try to ignore the negativity. <3 

Considering the Steam release is an entirely different game, and you have the itch.io version, you got the game you paid for. 

It's unfortunate If you're in a situation where such little money causes so much issue, but even still I couldn't see being comfortable asking to revoke the financial support you've already given just so you can have what you want, especially considering now the itch.io version is going to be a collectors copy now that it's unavailable for purchase. 

It's natural to feel disappointed because they originally promised that the Steam version would be available to those who purchased the itch.io version, but the game blew up in popularity and refunding everyone who purchased, or giving free steam keys, just isn't something we should expect from a Dev, especially if you actually enjoy their works and want them to make more games or projects in the future.

Your terrible situation of not having financial freedom isn't because of the dev, this is a low cost to have access to a new experience, you should be upset with your home situation, not the creatives you claim you wanted to support.

I recently lost my cat, and this game simultaneously made me sad and happy, it's vey cute and well made.
