Lugia should also have her own story on a what if.

when Lugia try's to meet all legendary's as well but shifting between dark and light when the time passes.

Story:

When Mewtwo escaped Team Rocket years ago she had decided to stay hidden until she kept seeing Trainers come and go though over time she had decided to go on her own walking towards the Pokemon Professors lab and decided she had one Goal to collect DNA samples from Legendary's not only for her self but had learn her body was able to create Legendary's and more of her self to create more Mewtwo's to the world but she knew she had to get them exhausted first before phase two.

with same Determination like a Trainer she wanted more than just to explore deep into the Regent she wanted to help the Legendary's re-populate with all effort so future Legendary's would be made to continue on their life cycle and to help her self to create more Mewtwo's to help city's and towns in each region from Kanto all the way to were it will either end or continue as this was her journey to find more Legendary's continue their Legacy on.
