i have a similar if not the same issue.

i can "only" download 25ex and 26ex not 26.1EX IN THE ITCH-APP.

with the link from my purchase however, i can download it.

The Itch-App has a History of issues of this kind with this game.

The game is probably blocked in germany (due to Steam not willing to comply with 18+ regulations), does the Key work despite this?

buy it with a vpn on gog. Is it Steam? No. Has it cloud save and achievement support? Yes.
