I don't think we're ever given a specific reason why Lucy has been coming to the abandoned cafe. However, I suspect it has to do with her trying to get some time away from her rather abusive mother, as we find out a bit into the story. Either that, or she really loves to water that plant.

Just finished playing through all the chapters, and now I'm sad because no chapter 11 yet. Feels bad, man.

Having finished 0.11, I wish I could unplay the game so I could experience it again for the first time. Fantastic work, Mr. Cosy.
