that one may require some grinding haha. I beat it at level 9 minimum. You'll wanna apply the same strategies from mephone when you can; taco's secrets and pep talk are a good combo for continuously reducing his stats.
You either need to be higher level or try some different things - make sure you use all the armor/weapons to your full advantage, have Lightbulb or Test Tube HP drain him (LB gets a move like that by speaking to Baxter), throw water at him, etc.
