How can I activate the new quests?

I talked to Amble, he talks about Wuldon and after that he didn't activate any quests or anything, I tried looking for Wuldon in several places and I can't find him :/

I already have the six merchants in the merchant hall, and I've also activated all their scenes but I can't activate the new scene, would it be a bug?
