Didn't wanna bother taking out the Jokers, so I added a house rule where pulling a Joker means there's been a mass casualty event and I need to draw 5 victims in one 911 call. Lot easier to feed a bit here and there in the chaos of it all without getting noticed. >:)
(but there's also only so many Jokers so it's not too OP)
