Yeah, I mean base game on steam platform, DLC links provided elsewhere (maybe git-hub?) so we could instal it privately and manually after we get the base game. Official way is totally blocked by those nuts, but these nuts could not prevent us from geting patches on the sites beyond their reach. Or why not learn the VAM, I bought it on their site directly, if you just provide direct routes to buy it would be much easier.

I'm in China, maybe dlc downloading could be provided elsewhere other than steam? Such as on this  website? I'm sure such dlc could also be blocked on steam here.

So, when could I pay for the game on Steam? I must buy it before government block it.

I will certainly buy a copy of this game when it's finished, however, Chinese government believe we are babies could not deal with 18+ contents, then the steam would not even let us search the game, you would provide other routes to access to the game for poor fellows like us right?
