I've been having the same issue for a while. Made sure I put everything in right and everything. Still declines. And my bank marked it as possible fraud? I called and resolved it but it's, again, still declining. I've bought other things on itch without any issues whatsoever, so I'm wondering what's different with this game.

I had this issue as well, you need to install Microsoft Visual C++ Redistributable, despite what the pop up says. I installed the X64 Redistributable and then got the game working. It's on the Microsoft website: https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=ms...
