You need java 13. You can also run it without the bat.

Do you have Java 13 installed?

I tried to convert it to an exe but that only works up to java 8. This is java 13, so you have to run the jar or the launcher.bat. And thanks for the editing hint!

Very nice! Try expanding it and then you have City-Skylines and / or equillinox mixed but with terrain editing!
