It looks like the WINTER water and river edges got a bit messed up. The upper-left quadrant layout doesn't match the SUMMER version, and instead has some duplicate and missing tiles.

The trees appear to be missing 2 tiles, there should be 16+1 (extra for solo tree) but there's only 14+1. 


The missing tiles are basically just a combination of the opposing corners from the four tiles above them.
