it's an extension in penguinmod called 'looks expanded'. Basically it adds a new category that includes more of the ''looks'' thing in the scripts on the code of the game, and it includes the warping effect, which is the responsible for making the polos shake.
Fun fact people missed: In phase 2, the sprunkis that are alive have a distorted ''pop'' sound, but the ones that are dead have an agressive distorted blood splatter sound
