This is what I see when I go to his house. I do have the lens. Do I need to have a certain intimacy level with Ghart to go inside his house and access the balcony?

So I've defeated the King and am trying to do the Dodoro side quest.
I don't see a telescope outside at Ghart's house. Am I supposed to go inside somehow?
I have the lens from Grant's telescope already.

Did I just miss the opportunity for the Dodoro quest or is this a bug of some kind?
