I tried to offer the Debug menu in-game as a way to make it more casual or easier for those less interested in actually playing a game. If you're having some difficulty, I'd suggest using that. I want to strike a fair balance, but at the end of the day I do want a game that offers some challenge instead of being reduced down to a slide show or story telling by removing all challenge.
If Amelia's Mood is too low, then she can't do Brood. It's part of the resource management required in keeping Amelia in a good state. This has been around since the start of the game. When Fairies get added they may offer an alternative, but to allow Brood with 0 Mood kind of defeats the purpose.
