Regarding the issue, I have been looking into it in my high end computer and also in my laptop, and I can't reproduce it. To be honest, I have no clue what could cause the hiccup. This is a very long shot, but have you tried to get latest on your graphics card drivers?

Is there a console at all to see if there's some hiccups at all under the hood?

I downloaded your video and sometimes I get the scrabbing issue too. It doesn't happen with other videos on my computer, so maybe it is something related to the video codecs? I normally use h.264, and it works fine for me.

Would you be able to provide which encoding settings you use? I am also rendering out h.264 but through blender and every file mp4 I have seems to be bugging out haha. Hoping to narrow down the issue a bit.

Hmm... I use the same codec in Maya. You can try to change the rendering settings to see if it makes any difference.
