Hi there! 'Improvise' is a failsafe in case you run out of ingredients. This allows the creation of any complete meal to be given at a reduced opal return rate. If you try to improvise on a Mage customer, they won't accept food that isn't blue or higher. If you try this on a normal citizen and it doesn't work, I will look into this bug.
