You can get a level 1 regulation officer, meaning you literally can't get five stars on them.
There are actually two ways of satisfying a regulation officer :
* The "Standard" adjective (2 levels)
* The "Of Normality" enchantment (0 levels)
The special requirements are sometimes unclear, and this one may be the one that would most need a rewrite.
But it's always possible to get 5 stars on all adventurers !
