My theories that kinda makes sense
1 Maeve actually once was a student at h.m academy and just like the other student had she had a principal which died or retired and she took her place
2 in the backstory of the mc it seems that nobody likes magicians and it doesn't seem like it was modern day maybe 1700s or 1800s although they had trains in the game at some point my theory is that people killed witches and wizards especially wizards since I think magic comes from blood I do know that the mcs parents don't have magic but their relatives could've so basically all wizards were eradicated and few witches survived hence that's why there's such little population of them in the school and the area
3 I think that the reason Maeve was so surprised of hearing a male wizard has emerged ut of nowhere is becuase all of them were you know killed so she was surprised that even one existed maybe Arthur wasn't the first male wizard and almost nobody knows about male wizards since you need to have some sort of magical power to get accepted in the school and some may have even been born there
4 Maeve is extremely old and saw the eradication of male wizards that's why she knows about males and also Maeve was also a citizen of earth (keep in mind this is just a theory so don't bash on me)
5 the h.m academy was created to protect young and clueless wizards who were in danger they don't death anything lethal they only teach something that would be better in defense (ok that's all my theories I got many more but these are the ones that I think that are most likely to be true like some sort of back story of the academy bye)
