The "Storm King" doesn't have a canonical definition, it can be whatever you want, whether that's a storm sprite made of clouds and lightning that has influence over the local weather or a faerie that can turn into mist and wield lightning. Whatever form he takes he'll probably be grateful to anyone that frees him from his marble!
