The eye thing will be explained later in the game. In terms of religion, he can sense that there's something wrong with him or that something is missing. That's why he thinks he needs to be fixed. He isnt nessecarily religious but he does believe that if theres something like heaven he won't be allowed in there. He himself doesn't know why he feels that way, but the answer is in his information sheet after its unlocked. (Spoiler ofc so i wont say it here in the comments).
