It seems a previous comment mentioned this. I wanted to add more detail regarding what I believe is the same bug. 

The blaster actions "shoot" and "burst fire" cover the entire map. I realized this when fighting at the Urtu embassy. Opening the modification menu for the blaster says it has a +8 range. The CQC Scope is equiped, which is only meant to add +1 range. When unequipped, the range goes down from +8 to +7. The SP-42 with the Holo Display Scope equipped has +9 range, and +8 without the scope.

I reloaded some previous saves and i seems that the range keeps increasing after equipping the +1 scopes. Before I equipped them, there was no range bonus for either weapon. The first save I have after the CQC scope was equipped gives the blaster a +2. The next save, +3. The next one, +4. The next save has a +6. And all the way to +8. Somehow, and I have no idea how, the range keeps increasing incrementally after having equipped the +1 scopes. 

I hope this helps with debugging. In the mean time, I'll role-play using the proper range.

Edit: I forgot to mention. Despite the SP-42 technically having a +9 range, in combat there seems to be no bonus. Only the blaster is affected.

Hmm, that seems like the same issue, is this on a brand new save created with this build or did you use a previous save? Just trying to eliminate as many variables as possible.

Brand new. Running 5.5a and never used any other version.
