How do you raise the Progress Level for Moi, Haru, and the Mage? Because for Moi, I got her at Progress 4 now.
Haru you can beat her in arm wrestling when her gold is 0, Mage is upto level 3 in latest version on King Tier. Also the Extreme Content is for Emperor Tier.

I got Haru to Level 2 but I can't get her to level 3 or higher. Is there a trick or two that I'm missing?
