Hi, I bought the game with another email on PayPal but I can't seem to find the purchased game on itch. I have a PayPal receipt of purchase, can i reach out to your email to get access to the new release?

If not - After purchasing the game, you should have a receipt on your email, it contains a permanent link to download the game.
If you don't have access to that email for some reason, try making a refund through Itch.io support.
