if you wanna increase your strength, or any other stat, you wanna go to the bottom left of the screen where it says skills and then you wanna put your points into the desired stat.

if you're having trouble getting perk points, i would just suggest getting in fights with guards, or inmates. it doesn't really matter if you win the fight or not, you just gotta do damage.

the more you do that, the more you'll notice your Level Increase. You wanna get this as high as possible, because each time you level up, you get 3 perk points 

but if you don't wanna go beating heads in nonstop, you can also increase your Level by doing main/side quests, breeding, and whatnot.
