When the update, or the next chapter comes out, will we be able to download the new content for free if we already purchased it? Or, will we have to buy it again

After enough content updates have been released, the price may go up for the project as a whole. However, similar to Steam's Early Access model, buying a copy grants access to all further updates at no additional charge. So if you paid $9.99 for the 1080 version, you still get all future updates even if the price increases later on.
