This game is made in Ren'Py, and as far as I know, Ren'Py has native controller support. You can check on the "Help" section in the game's main menu for more information. But I recommend this game to be played on PC for the best experience with mouse/keyboard.
As for your second question, no, I don't think I'll put this game on steam. I might change my mind later, but for now I don't have any intention to put it on steam :)
