hm I can't seem to find the "extravagant cafe" anywhere...anyone know where it is or which district it's supposed to be in?
Check north of the Central Plaza.
I just see Mystic Tower in the area above the central plaza
Buy items from the boy near the gate. After you bought enough items (around 200 coins), a new event will happen, and the boy will lead you to the garden cafe.
