The quest will start by itself on the next school day when there's no other events in its way. You'll get a third period event where the girls play hockey, and from there just follow the quest log.
Queen of the Ring quest requirements are: - Chapter 3 completed - Avenging Angel not in progress (ie, either not started yet or already complete.) Make sure both those things are true.
