This game idea has potential. It could be an artistic piece that shows us what this world has come to and things to consider for thought. It doesn't even need necessarily that much more gameplay though the camera should be fixed since at least partially it might move too much while turning. Music could also make this better. There is the thing where it doesn't meet the limitation, this game doesn't have to meet the limitation from what I can tell which can potentially take away from the art factor should it be expanded, but it can't be given a good score on that front because of that.
