She’s unlocked at some point in act 2, after advancing Roxy’s story.
At one point you’re asked to investigate your own world, after that is done you have to return there.

so even tho the relationship cards doesn't tell it still exist? can you give me some hints?

Yeah, those cards are for main girls.
Like I said, game doesn’t tell you everything it has to offer.
It does give you the leads and the hints for the main girls, but that’s it.
Arc doesn’t intend the game to hold your hand and give you a checklist of everything you can do.
