how to get the apartment?
You’ll have to be more specific.
In Act 2 you get to the apartments via the explore button.
If you progress far enough into the story you unlock it as a map icon.
In Act 3, it’s just a district like any other, so if you can’t get to it just take over other districts first.

I mean if you want to unlock the apartment before act 3 then explore while in act 2
