They mean the "old" shops you have seen before in the shoping area. There you can buy new costums.
fapp you can only use one time with the red underwear, but after doing this you can buy maiddress or schooluniform. Buy first the maiddress. There is a bug. You can´t use schooluniform without bought the maiddress before. Both costumes have later some upgrade option you can buy in town.
