If it helps, I was trying to use one inside the Library while exploring during the first quest of looking for the girl at the cafe's sister.

-after the holding event?

Not sure what is the Holding Event, was exploring the town looking for the clues of the missing sister. I had collected the rattle and found the notice board, when my character stopped running, so I entered the Library to try and go to the restroom.
