First, you need the beauty parlor, then improve your alchemy lab until you can make the inks, unlock body modification. Next look under the inventory tab. In the lower right hand side of the character's picture will be an icon that looks like a chest. Click on it. A list of the inks you have on hand will appear and you can "equip" them into the approprate slots like other eqipment.
