I have qustions about jam rules and tool updates...it's not clear for me.
All questions about the jam vote period:
1) If users/Im found a bugs in tool - can I update the tool with fix in the jam vote period? Or after jam only?
2) If Im develop new features - can I update the tool with this new features in the jam vote period? Or after jam only?

TL;DR update your tool as you want when you want.

If you had time to fix bugs I can only encourage you to update as soon as possible!

It doesn’t matter to me if you continue to work on the tool after the jam is over. On the contrary I think it’s cool that the tools continue to live as much as possible.

Just keep in mind that some of the people who evaluate you will have done so before the update.
