When doing the whole christmas (blessing of the bells)thing event.Go to coyotes Claire and Violet (i hope not sisters)and talk to them.After that they should tell you to ask Maverick(illegal sailsman and best waifu)something.Then head to the fish and chips shop(the musky Mustelid) and talk to Maverick :P.
