windows 10 on a dell g3 has more then enough capability

Yeah, that doesn't seem like it would cause any issues. Reason i asked is because someone else had this problem a while ago but it was on android. What happens when an animation is supposed to play? Do you get an error?

well it'll just sit there as it's about to start and the only way to get past it is just skipping through it

Can you check if you are able to open one the .webm files manually?
if you go into game files like this Fattening_Career-0.05c-pc.zip\Fattening_Career-0.05c-pc\game\images\katrine\4 there should be .webm files.
Maybe your windows 10 hasn't been updated for awhile? The video codec used is VP8 which is natively supported since windows 10 1809(which came out in October 2018).
Otherwise you could try redownloading the game and unpacking it again, to see if that fixes your issues.
